What is the TSE?
The technical security device (TSE) signs every receipt in a tamper-proof way. Since 2020 it has been mandatory for electronic POS systems in Germany (Section 146a AO, KassenSichV). It is available as a hardware module in the POS terminal or as a cloud TSE; both designs are certified by the BSI.
Hardware TSE
USB stick, SD card, or module in the receipt printer. When the certificate expires, the module must be physically replaced.
Cloud TSE
Runs in the data center instead of in the device. The renewal happens there, without swapping any device at the POS.
The basics
What is a TSE and why does it have to be replaced?
The German Cash Register Security Ordinance (KassenSichV) and Section 146a AO require every electronic POS system to have a certified technical security device. Certification by the BSI is time-limited. Once the certificate of a hardware TSE expires, the POS may no longer record with it; the module must be replaced.
Mandatory since 2020
Every electronic POS system in Germany needs a TSE. It signs every transaction and makes the records tamper-proof.
Certificates are time-limited
The BSI certification of a TSE is valid only for a few years. After that, the module is often still technically intact but may no longer be used.
Hardware means replacement
With hardware TSEs, expiry means: procure a new module, install it, update the POS and, depending on the setup, schedule a technician appointment.

The costs
What costs does a TSE replacement typically involve?
How expensive a TSE replacement gets depends on the POS system, the form factor and the service provider. With many POS systems using a hardware TSE, however, the same items always add up, per POS terminal. If you run several POS terminals or branches, you pay for the effort multiple times accordingly.
New TSE module
The replacement module must be purchased per POS terminal; the price depends on form factor and vendor. The old module can no longer be used, even though its technology is intact.
Technician visit and travel
Depending on the POS system, you cannot replace the module yourself. Then the travel and working time of a technician are added, varying by region and service provider.
Setup and reporting
The new TSE must be activated and the POS updated. On top of that comes the reporting obligation: since 2025, electronic cash registers and their TSE must be reported to the tax office via ELSTER, including changes.
Downtime at the POS
During the replacement, the POS stands still. If the appointment falls within opening hours, it costs selling time, in peak season the most expensive item of all.
