What is the TSE?
The technical security device (TSE) signs every receipt in a tamper-proof way. Since 2020 it has been mandatory for electronic POS systems in Germany (Section 146a AO, KassenSichV). It is available as a hardware module in the POS terminal or as a cloud TSE; both designs are certified by the BSI.
Hardware TSE
USB stick, SD card, or module in the receipt printer. When the certificate expires, the module must be physically replaced.
Cloud TSE
Runs in the data centre of a specialised TSE provider instead of inside the device. Renewal happens there, without swapping hardware at the POS.
The basics
What is a TSE and why does it have to be replaced?
The German Cash Register Security Ordinance (KassenSichV) and Section 146a AO require every electronic POS system to have a certified technical security device. Certification by the BSI is time-limited. Once the certificate of a hardware TSE expires, the POS may no longer record with it; the module must be replaced.
Mandatory since 2020
Every electronic POS system in Germany needs a TSE. It signs every transaction and makes the records tamper-proof.
Certificates are time-limited
Depending on the module, the BSI certification of a TSE is only valid for three to five years, counted from certification, not from purchase. After that, the module is often still technically intact but may no longer be used.
Hardware means replacement
With hardware TSEs, expiry means: procure a new module, install it, update the POS and, depending on the setup, schedule a technician appointment.

The costs
What costs does a TSE replacement typically involve?
How expensive a TSE replacement gets depends on the POS system, the form factor and the service provider. With many POS systems using a hardware TSE, however, the same cost items always add up, per POS terminal. Anyone running several POS terminals or branches pays the effort multiple times. And the hardware swap is not a one-off: it repeats with every certificate expiry, every three to five years, including a new module and installation.
New TSE module
The replacement module has to be bought per POS terminal, with market prices of roughly €175 to €300 depending on the form factor. Renewing the old module is technically not provided for; it has to be replaced despite intact hardware.
Technician visit and travel
Depending on the POS system, you cannot replace the module yourself. Then the travel and working time of a technician are added, varying by region and service provider.
Setup and reporting
The new TSE must be activated and the POS updated. On top of that comes the reporting obligation: since 2025, electronic cash registers and their TSE must be reported to the tax office via ELSTER, including changes.
Downtime at the POS
During the replacement, the POS stands still. If the appointment falls within opening hours, it costs selling time, in peak season the most expensive item of all.

Reporting to the tax office
How is the POS reported to the tax office?
Since January 1, 2025, every electronic POS must be reported to the tax office together with its TSE via ELSTER (Section 146a (4) AO). Reporting is done per business location, with all POS systems used there in one notification. Acquisition, TSE changes and decommissioning must also be reported within one month.
Option 1
File the report yourself via Mein ELSTER
Filing is free of charge and runs via the "Notification of electronic recording systems" form in your ELSTER account. Among other things you need the type and serial number of the POS, the serial number of the TSE and the acquisition date, separately for each business location.
Anyone running several POS terminals or branches enters every change themselves, including the next POS or TSE change.
Option 2
Have it handled when you switch to DezemberHub
On request, a specialised partner service handles the entire report: it registers the new POS systems with the tax office and deregisters the old ones. The only cost is the one-time third-party fee of €30 per business location, regardless of how many POS terminals run there.

The obligation
When does a POS need a TSE?
Since 2020, every electronic POS in Germany has needed a certified TSE, regardless of revenue and business size (Section 146a AO). What matters is the cash register function: the obligation applies to every POS system that can record cash payments, and the tax authorities also count vouchers and stored-value cards. The fact that customers mostly or only pay by card in everyday business changes nothing. So far, only the open cash drawer without any POS technology is permitted without a TSE.
Electronic POS
A TSE is mandatory, since 2020 and regardless of revenue, even if customers pay almost exclusively by card. Every transaction is signed, and the DSFinV-K export must be available for cash register inspections and tax audits.
Open cash drawer
So far permitted without a TSE: a cash drawer and a handwritten cash report with a counting protocol. It is a frequent point of dispute in cash register inspections, because every gap counts against the retailer.
Planned from 2027
According to the cabinet decision of July 15, 2026, an electronic POS obligation is to apply from January 1, 2027 for businesses with more than €100,000 in annual revenue. The open cash drawer would no longer be permitted there.
Cash remains a fixed part of retail: 45% of all purchases in 2025 were paid in cash (Bundesbank, Payment Behaviour in Germany 2025), and the planned EU cash regulation provides for an obligation to accept cash in retail. A POS with TSE therefore remains the standard for retail for years to come.
What the cabinet decision means in detail: cash register obligation 2027As of July 2026. On the cash register function: AEAO on Section 146a, no. 1.2 (BMF circular of June 30, 2023). The cash register obligation from 2027 is a government draft (cabinet decision of July 15, 2026) and not yet enacted; details may still change during the legislative process.

Is a Cloud TSE permitted?
Yes. Cloud TSEs are certified according to BSI requirements and legally on an equal footing with hardware TSEs. The KassenSichV does not prescribe a form factor; what matters is valid certification. Every receipt is signed, the signature chain is tamper-proof, and the DSFinV-K export is ready for the tax audit.

As a rule, yes. How customers actually pay is irrelevant. Only systems that can exclusively record cashless payments, such as a pure payment terminal, have no cash register function.
Does an open cash drawer need a TSE?
No, the open cash drawer has so far been permitted without a TSE, but it requires a daily cash report with a counting protocol. According to the cabinet decision of July 15, 2026, an electronic POS obligation is to apply from January 1, 2027 for businesses with more than €100,000 in annual revenue; a POS with TSE will then be mandatory there.
What happens if the internet goes down at the POS?
